Transportation Bond and Library Bond Info - Vote 2020!
Background on the Transportation Bond
While it is not the place of the neighborhood associations to take a position on local ballot measures, it is our role to keep you informed about matters involving city government. Toward that end, here is a brief summary of the transportation bond measure, as well as links to resources with additional information. You will also find a chart showing the tax impact for different assessed values of homes.
GO Transportation Bond
The bond measure on the ballot authorizes the City to issue general obligation (GO) bonds up to $190,000,000 for projects to reduce congestion and improve citywide traffic flow, east-west connections, and neighborhood safety. The City Council selected projects following recommendations from a two-year public advisory committee process.

Bonds are payable from property taxes, with the first increase in taxes resulting from this measure appearing on tax bills in 2022. Bonds will be issued over time as projects come online, so tax payments will increase over the first ten years and then begin to decrease as the principal is paid down. The City estimates that the average increase over the life of the bonds will be about $0.47 per $1,000 of assessed value.
Estimated impact on property taxes
The chart below uses information from a City of Bend worksheet to illustrate the additional taxes due at various levels of assessed value. The calculations assume a 3% increase in assessed value each year. They also assume that new construction will add to the tax base over time.
Note that taxes are calculated on the Assessed Value of your property, not on the Real Market Value. To find your assessed value, go to DIAL and enter your property address in the search field. Look for the assessed and real market values in the lower right portion of the Summary page.

Fire Ready Bend - CWNA Annual Meeting

Developed to provide community information sessions on fire preparedness and safety. Topics include presentations from FireFree on establishing FireWise communities and OSU Extension Services on Fire-wise landscaping.
While our efforts have been derailed for 2020 due to COVID-19, be assured that we won't let our planning efforts go to waste. If you are a community member interested in spreading the word about being FireWise and Fire Ready, we urge you to contact us and get involved in next years planning efforts. Our goals are to make this event accessible to everyone in Bend, to target involvement with the kids in our community, and to meet the objectives of becoming FireWise certified for each neighborhood. Re-opening Bend during COVID
On Thursday, May 21 CWNA hosted Mayor Sally Russell, City Councilor Chris Piper and City Manager Eric King for a conversation about the City’s response to the COVID-19 pandemic and plans for reopening Bend. The session was recorded, and you can listen/view here.
CWNA Recommends Street Safety Projects
Century West Neighborhood Association submitted a total of 12 applications for the Neighborhood Street Safety Program (NSSP), which has allocated $800,000 to complete improvements suggested by citizens.
We are now entering the third phase of the program where the Neighborhood Leadership Alliance (NLA) – a committee formed from all the City’s neighborhood associations – ranks all the recommended projects. The NLA will begin tackling the ranking at their December 10th meeting.
The next step in the NSSP is for a City staff review to be completed by December 5th. Then, the NLA will complete its recommendations by January 31st, 2020.
If you have suggestions that were not included in the NSSP recommendations, no matter how big or small, “eligible” or not, consider submitting a Service Request with the City of Bend. In many cases, your ideas can lead to projects being completed! But, even when the idea doesn’t immediately translate to a project, it’s still important to get it on the record via this process. Let us know if you submit a request and we can help!

First, citizens submitted their suggestions for street safety projects over several weeks. Then, the 13 neighborhood associations reviewed applications and each picked their top two. The City received 362 applications citywide. If a project was “not eligible” it may still be eligible for other funding sources, like the Capital Improvement Plan (CIP).
The Century West Neighborhood Association board built a modified application for its top recommendation: Safety on Century Drive. This has been the number #1 topic of street safety in CWNA for close to 15 years, and with our growth and the popularity of recreational opportunities, traffic speeds continue to be an issue through the area considered part of CWNA. While CWNA has had some success with efforts to calm traffic, we have been hampered by city and state regulations.
The City allowed NAs to repackage citizen suggestions – to clarify scope or combine multiple suggestions. In this case, the board combined several suggestions received via the NSSP and public comment. Additionally, CWNA board and interested parties attended a site visit with City of Bend Engineering Department to look closer at the scope of our request on October 30th.
CWNA continues to watch for ways to increase connectivity and make walking a safer, more comfortable, and more attractive option for getting around the neighborhood.
Illegal Fireworks-2020
The Illegal Fireworks Task Force is discussing this year’s patrols and strategy for responding to illegal fireworks. This year the Bend Police Department (PD) is trying an educational approach. They have implemented a new reporting email, fireworks@bendoregon.gov where NA members can submit information on problem residences. Bend PD plans to formally contact addresses that are shared. This will be an educational effort, no criminal enforcement will occur.
You may report the violation directly, or if you wish to remain anonymous, you may report the information to CWNA. The information needed when submitting a report is, 1) The offender’s specific street address, 2) The offenders name (if known), 3) Estimated date(s) of use (e.g. mid-June to mid-July, July 4th only…etc.), and 4)Type of illegal fireworks (e.g. aerial rockets, M80, firecrackers…etc.).
CWNA has purchased 25 Fireworks Safety Signs, and plans to place them in our neighborhoods in June, and retrieve them following the 4th of July. If you would like one of the signs to display on your property, please contact us by email. - the signs will be provided to CWNA residents "free" upon request until all the signs have been distributed. Please respect your HOA's rules with regard to sign placement.

LED STREET LIGHT CONVERSION
PROJECT OVERVIEW
Starting this July the City of Bend is converting over 2,000 existing public street lights to 3,000
Kelvin energy efficient, light-emitting diode (LED) fixtures to reduce the City’s energy costs,
maintenance costs and carbon emissions. The project is one of several Strategic Energy
Management projects happening in 2019-2021 to help achieve the City Council Climate Action
Goals.
The project replaces existing High Pressure Sodium street light fixtures on public streets with
new LED fixtures. The project does not add new or remove old street light poles, it is just
updating the existing fixtures. Work is being coordinated through Ameresco, the City’s Energy
Management contractor, and the fixtures will be installed by their subcontractors NW Edison
and Christensen Electric.
PROJECT SCHEDULE
The LED conversion project is scheduled from July to December 2019. Work activity will take
place during weekdays and may include weekends. Work hours will generally be 7 a.m. to 7
p.m., targeting evening hours for arterial and collector streets.
Multiple crews will be working to complete an estimated 30 – 40 fixture conversions per day,
taking 20 to 30 minutes per light. Work will be performed in a moving operation that may
require temporary traffic lane restrictions. While crews are working, the sidewalk, bike lane, or
curbside parking spaces located adjacent to the work site will be temporarily restricted and in
limited cases lane closures may occur. The crews do not typically need to turn off the power to
perform the work.
COST SAVINGS
Installation of LED fixtures reduce street light energy consumption measured in watts by more
than 50 percent since it takes less energy to provide a similar amount of brightness (or
lumens). The City estimates it will achieve a total energy savings of nearly one-million kilowatt-
hours annually and reduce carbon emissions by 619 tons per year. Additionally, maintenance
costs are reduced because LED fixtures do not have disposable components requiring regular
replacement like existing high pressure sodium bulbs.
PROJECT BACKGROUND
The streetlight conversion is one of the first City Strategic Energy Management projects
because of the well demonstrated energy savings of LED over high pressure sodium lights. In
addition to energy savings, converting to LED lights provides improved illumination enhancing
safety and increased reliability and life cycle requiring far less maintenance.

full-cutoff, 3,000 Kelvin correlate color temperature (CCT) LED fixtures as part of this project. A
light bulb’s CCT (rated from 1,000 to 10,000 Kelvin) helps classify the look of the light
produced. The 3,000 Kelvin CCT selected by the City provides energy savings, minimizes light
pollution, and improves lighting quality for street safety over the existing high pressure sodium
lights. Although they emit over fifty percent less light, the new LED fixtures use a uniformly
dispersed warm white color and may appear brighter compared to the existing yellow,
unevenly dispersed high pressure sodium lights.

- Join OSU-Cascades to celebrate the work of stone sculptor Masayuki Nagase. Nagase was commissioned to create the natural basalt compositions newly installed in our campus landscape.
- Nagase will share his creative process to produce the trio of compositions and why he believes public art connects communities.
- Guests may also view recently acquired works of art now hanging within our buildings.
- The sculptures and purchased art were commissioned and acquired in collaboration with the Percent for Art in Public Places program, managed by the Oregon Arts Commission.
- Refreshments served.

This year the Bend Marathon will be held starting/finishing at the Les Schwab Amphitheater and surrounding city
streets on April 20, 2019 from 7:00am until 2:00pm. The Bend Marathon is now locally owned and under new
leadership.
The marathon and half marathon routes will be coming through CWNA between approximately 7:30am
– 10:30am. We anticipate that the route may impact your business and/or transit so want to communicate what will
be impacted on race day. Parking should not be impacted in your area. Below is a list of road impacts and attached is
a course map through your neighborhood. Course marshals will be on hand to help guide traffic and detours will be
in place for a short amount of time as the race passes through.

Save the Date! Your CWNA board came up with several goals in January to carry us through the rest of this year. A big goal of ours was to hold a fire education around the FireFree event in May. We have scheduled Saturday May 11th as our date, with the event planned for 11AM-1PM. Please note, this event will meet the annual event requirement for FireWise communities. Plan to attend this informative day! We will hold education sessions around defensible space, becoming FireWise (self audit worksheet), and plantings to help mitigate the danger of spreading fire.

Greenwood Avenue closure beginning April 1st, 2019

Greenwood Avenue to close to westbound traffic between Third Street and U.S. 97 for railroad bridge improvements.
Greenwood Avenue, between Third Street and U.S. 97 (Bend Parkway), will be closed to westbound traffic for approximately seven weeks beginning April 1, 2019. The closure is for the safety of the traveling public as BNSF Railway replaces railroad bridge decking on the bridge over Greenwood Avenue.
Westbound traffic on Greenwood Avenue, between Third Street and U.S. 97, will be detoured to Revere Avenue. Eastbound traffic on Greenwood Avenue will continue uninterrupted for the duration of the project. See attached closure and detour map for reference.
Greenwood Avenue closures and detours will be in place Monday through Thursday each week. All lanes of Greenwood Avenue will be open to both eastbound and westbound traffic Thursday evening through Sunday evening each week.
The project is expected to be completed by May 17, 2019. Upon project completion, all lanes of Greenwood Avenue will resume normal eastbound and westbound operations.

Transportation
The City is currently engaging the community in a transportation planning process to help resolve transportation issues facing Bend.
A Council-appointed Citywide Transportation Advisory Committee has been discussing transportation projects to be included as the City updates Bend’s Transportation Plan. The committee’s recommendations include projects to improve connectivity, capacity and safety. Here are those recommended projects. The committee has also discussed several large regional transportation needs, which will be studied further.
Recommendations will be presented in a public work session of the Steering Committee, and there will be opportunity for public comments. The work session is 9 a.m. to 1 p.m. on Jan. 30, 2019, in Council Chambers at City Hall.

Fireworks planned for Homecoming at Summit this Friday
CWNA has been advised of a fireworks display at Summit HS this Friday, October 5th. During the game, they will have a few short bursts of fireworks with a 5 minute fireworks show during halftime. Summit HS has asked us to let you know of the show, and also extend their invitation to the game. They want everyone to enjoy the fireworks and not be startled by the noise. The game is versus Bend High and starts at 7pm. Entry is $5 for adults and $3 for children and students.

Neighborhood Leadership Alliance - First Reading - Wednesday, May 2, 2018
At an Autumn meeting of the Bend Neighborhood Association Round Table (NART) Mayor Casey Roats invited the members to consider becoming an official advisory committee to city government. After several months, a sub-committee of NART has finalized proposed code language with the City, and the first reading of the language will be on Wednesday, May 2, 2018 at City Hall. Are you concerned about noise or parking related to private events? Submit your comments by February 9th!
At the Jan. 3 City Council work session, City staff made recommendations to Council related to managing events on private property. In the presentation, staff made three recommendations to Council. Councilors asked City staff to seek public input on the three recommendations. Staff created an online survey to gather public input on each of the three recommendations. It can be found at: www.bendoregon.gov/eventsurvey. The survey closes on Feb. 9.
Application Deadline Extended for Open Seats on Bend Planning Commission
The City of Bend has extended the deadline for Bend residents to apply for open seats on the Bend Planning Commission. Applications are now due by 5 p.m. on Friday, Jan. 19, 2018.
The City Council will appoint commissioners for four year terms. Commissioners review and make recommendations regarding land use matters. Consideration shall be given to include representatives of the various geographical parts of the City of Bend as well as familiarity with land use and development within Bend.
The City Council recently adopted the expanded Urban Growth Boundary (UGB) and along with it, new policy direction set forth in the Comprehensive Plan. The Planning Commission will play a crucial role in implementing the new direction. Familiarity with those concepts is desirable.
Applicants must be residents of the City of Bend.
Applications will be accepted until 5 p.m. on Friday, Jan. 19, 2018.
To apply, submit a one-page letter outlining interest in serving on the Planning Commission and a completed Citizen Committee application to Susy Munson at smunson@bendoregon.gov.

Tetherow Parks Update:
File Number 247-17- 000195-SP. Site Plan to Establish a Park within the Tetherow Destination
Resort. Applicant/Owner Tetherow Glen 58, LLC has proposed to establish a 10-acre park within
the Tetherow Resort. The park will include parking, play structures, pool, bathrooms, picnic
areas, shelter, trails, lawn and landscaping. Included with the proposal is to designate these
facilities as private for the use of Tetherow Resort property owners.
The Tetherow Resort CMP (Conceptual Master Plan) and FMP (Final Master Plan) approved in
2005 specified the Park Tract to be dedicated as permanent open space and serve as a buffer
between the Resort and surrounding neighborhoods such as The Parks at Broken Top and
Broken Top.
At the request of The Parks and Broken Top CWNA members, the CWNA Board of Directors have
notified the Planning Division, Deschutes County of its objection to the use of this 10-acrea park
for anything other than the original intended and approved use.

the Broken Top Club pool facility, pickle ball courts and tennis courts located to the north of
Metolius Drive, west of Mt Washington Drive, east of Bridge Creek Drive, and south of Broken
Top Drive. A brief presentation of the proposed development was made during a Public Meeting
held on Tuesday, August 29, 2017 at the Broken Top Club, 62000 Broken Top

Chandler Ave Apartment Complex Proposal
Pre-Application Meeting Application. 1609 SW Chandler. Applicant Pinnacle Architects on
behalf of owners Reed Stoops and Joe Brotherton have requested a pre-application meeting
with the City of Bend to discuss development of 1.13 acres located at 1609 SW Chandler
Avenue, Tax Map & Lot Number 181206Co-00600 and zoned C1. The proposal is for a mixed-use
project consisting of commercial space at ground level and a mix of one and two-bedroom units
above to total approximately 60 to 65 units and a 5-level structure. A zone change from C1 to
MU (Mixed Use) would be required. An August 24, 2017 meeting has been requested with City
staff.
